This means irb will be installed as a gem in Rails apps instead of using Ruby’s built-in version. So users will get better Rails console whenever a new irb is released 😁

This version introduces a new experimental gem exec command for running executables, a TarReader method for seeking within a tar file, optimizes Gem::Version#marshal_dump by removing String#dup calls, removes hardcoded "master" branch references, and installs bundler 2.4.8 as the default gem.
